Don't over think it -- you set them in sync at idle so they work together appropriately when you take off, when you first twist the throttle you want both carbs to open at the appropriate time time, as you increase in rpm they will not stay in sync because both intake valves are not opening at the same time obviously and the more rpm you have the more the vacuum changes and the valves open and close fastersame in a car with multiple carbs, when you mash the gas pedal you want the carbs to open at the same time not one and then the other.
